Description
At 17th and Spring Garden, the signal for pedestrians crossing between the NE and NW corners displays "don't walk" for the first half of the period in which 17th Street traffic has a red light. This cuts in half the time available to cross.

This still malfunctions in exactly the same way. As you can see from the photograph, there is a phase in which the light is green for westbound traffic on Spring Garden (and, therefore, red for southbound traffic on 17th). Pedestrians should be allowed to cross 17th during this phase. Instead, they get a "don't walk" signal, as you can see from the photograph.
This is a job for the Streets Department. I can't tell whether they've seen this report or are aware of the problem.
