Our traffic staff went out to inspect this location for a sight obstruction to the traffic signals. We’ve included an image of the northbound traffic signal at S 56th/Cotner and Randolph, while the red was illuminated. This was taken from 420’ in advance of the south side crosswalk and the signal appears visible at this point, which satisfies the minimum requirements for visibility listed in the MUTCD. Lincoln Transportation and Utilities, Traffic Engineering has adopted the Manual on Uniform Traffic Control Devices (MUTCD). The MUTCD is a document issued by the Federal Highway Administration (FHWA) of the United States Department of Transportation (USDOT) to specify the standards by which traffic signs, road surface markings, and signals are designed, installed, and used.
We will forward this issue on for review regarding the dead trees on the property.
